REALTOR® Advocacy Delivers a Win for Volusia County Homeowners

REALTOR® Advocacy Supports Volusia County Homeowners

REALTORS® do more than help people buy and sell homes. They advocate for private property rights, practical housing solutions, and policies that strengthen the communities where they live and work.

That advocacy recently helped deliver an important win for Volusia County homeowners. Ordinance 2026-07 changes how county impact fees are calculated for accessory dwelling units, commonly known as ADUs. Rather than automatically treating an ADU as a separate residence for fee purposes, the county will now consider it an expansion of the primary home.

How ADUs Expand Housing Opportunities

The potential savings are significant. For example, a homeowner with a 1,500-square-foot home adding a 300-square-foot ADU would pay approximately $468.11 in county impact fees instead of $9,847.96. In another example, a 1,750-square-foot home adding a 450-square-foot ADU would owe no additional county impact fees because the completed property remains within the existing fee tier.

These savings can make it more realistic for homeowners to create flexible living space for aging parents, adult children, caregivers, or renters. ADUs can also expand housing opportunities within established neighborhoods without requiring large-scale development.

Supporting Attainable Housing Across Southeast Volusia

NSBBOR members supported this effort because unnecessary fees can limit how property owners use and improve their homes. By engaging with local leaders and advocating for a fairer approach, REALTORS® helped protect private property rights while supporting attainable and responsible housing solutions.

NSBBOR also plans to work with municipalities throughout Southeast Volusia on similar initiatives that reduce barriers, increase affordable and attainable housing opportunities, and support responsible community growth.
